This COULD be set in the Philippines (they are one of the few Asian nations that refers to their legislature as “Congress”); the Philippines also has a not-small Japanese population segment – and it has only somewhat to do with World War II. I’m not THAT US-centric as to be thinking that the setting is US-based.
