I City, F Prefecture is literally what it says on the cover and at 0:00:52 on screen. With an order change. It really says:

F ken I ichi

F Prefecture I City

I didn’t listen to the movie to try to learn details, but perhaps someone did

Possible candidates, per a google search, might include these two

Fukuoka prefecture’s city Iizuka

Fukushima prefecture’s city Iwaki

At 0:00:27, there’s a shot that shows the movie’s outdoor footage is filmed close to the coast.

Iwaki is located on the coast. As in, some of the scary, scary 3 11 2011 tsunami footage is from Iwaki. And the “disaster” at the Fukushima Daiichi (“Number One”) nuclear power plant was huge news from the prefecture at about that time.

Iizuka city is in north-central Fukuoka ken (prefecture), northern Kyushu, Japan. It is in the valley of the upper Onga River, about 5 miles (8 km) west of Tagawa.

Not coastal.

But like I said, I didn’t listen to the movie.
