I think it depends, whether something is legal or not depends on the country. So while it may be illegal in most countries, if it’s legal in the country where the video is produced then it’s basically legal.
Like for example, in the US the legal drinking age is 21. But in some European countries it’s 16-18 years old. So if you’re 19 years old and start drinking in the US, it would be illegal. But if the same person were to drink in Europe, it would be perfectly legal.
So to answer OP’s question. Just because something might be illegal where we live, it may be legal in Japan.
